The City of Palos Verdes Estates did not become a notable place by accident. Its founders took care to craft the area into its modern-day distinction. Since 1923, protective deed restrictions in Los Angeles County established firm rules for developers; these banned bars, cemeteries, and pollutant businesses from existing in the Palos Verdes Estates domain. The restrictions also established “no-development” areas for the coastline, ruled that half of all land be devoted to public use, and that no less than 90 percent of land that remained be designated for single-family homes.
